Steve Whitlock  PE

Steve Whitlock serves as the Transportation Practice Lead overseeing engineering, roadway and drainage design, intersection design, sidewalk and trail design, erosion and control design, sequence of construction design, construction phase services, specifications, transportation studies, and the completion and assembly of traffic, transportation, and roadway plan sets. Throughout his career, he has focused on designing roadway and intersection projects funded by state and federal sources.

Steve possesses extensive knowledge of AASHTO policies and guidelines, including the Guide for Development of Bicycle Facilities, the Highway Safety Manual, the Roadside Design Guide, the VDOT Road Design Manual, VDOT IIMs, and the VDOT Traffic Engineering Manual. His expertise in transportation design encompasses roadway geometrics, maintenance of traffic, signing and pavement striping, hydraulics, stormwater management, temporary erosion and sediment control, and project estimating. He has a proven track record of successfully delivering federal, state, and locally funded projects, as well as preparing displays, presentations, and handouts for public meetings related to municipal and VDOT projects.
