Clark Nexsen Announces Infrastructure Leadership Promotions
Clark Nexsen is excited to announce that Wes Parker, PE, PTOE; Whitney Duffy, PE, PTOE, LEED AP; Brian Agbulos, PE, CFM; Erin Horton, PLA, ASLA, LEED AP BD+C; and Matt Agnes, PE have been promoted to leadership positions within the Infrastructure team. Wes will be the firm’s new Infrastructure Market Sector Leader, Whitney will be the Infrastructure Practice Area Leader, Brian will be the Water Resources Practice Area Leader, Erin will be the Landscape Architecture & Planning Practice Leader, and Matt will be the Bridges Practice Area Leader.

With a combined 70 years of industry experience, Wes, Whitney, Brian, Erin, and Matt will help strengthen the infrastructure in our communities, provide long-lasting solutions for our clients, and plot forward a new era for our infrastructure market sector.
Wes Parker – Market Sector Leader
Wes Parker has 17 years of design and management experience in transportation and traffic engineering projects. A capable task and project manager, Wes delivers timely, cost-effective, and detailed transportation designs for urban and rural environments. He is experienced in numerous types of transportation, roadway design, trail, ITS, and traffic projects, and his comprehensive knowledge enables him to determine potential conflicts and resolve them before they can cause issues or delays. Wes is an active board member of the Virginia Section Institute of Transportation Engineers (VASITE) and served as president in 2020/2021.
Whitney Duffy – Infrastructure Practice Area Leader
Whitney Duffy is the primary transportation contact in Clark Nexsen’s Vienna office and has over 20 years of experience in transportation planning, traffic engineering, and road development projects. Whitney is an active member of the National Society of Professional Engineers (NSPE) and has been involved with the Virginia Section of the Institute of Transportation Engineers (VASITE) since 2008, serving on their board as treasurer since 2018. Additionally, in recognition of her outstanding contributions to the transportation engineering profession, VASITE awarded her the 2023 Outstanding Individual Activity Award.
Brian Agbulos – Water Resources Practice Area Leader
Traversing a unique professional path blending water resources engineering and business management, Brian has over 20 years of industry experience. His professional journey has enabled him to master complex hydrological and hydraulic models, design effective floodplain management strategies, and navigate the dynamic world of business partnerships, market development, and product/service procurement. Brian is an active member of the National Floodplain Managers Association.
Erin Horton – Landscape Architecture & Planning Practice Leader
Erin has over 20 years of experience specializing in the transformation of outdoor spaces into vibrant, well-planned environments that enhance the user experience. Her diverse expertise spans project types such as urban design, streetscapes, commercial and mixed-use developments, campus landscapes, public parks, and memorials. With a keen eye for detail and a pragmatic approach to design, Erin has earned a reputation for her ability to balance aesthetics with functionality. She is currently an Executive Committee member of the Virginia Chapter of the American Society of Landscape Architects, an active member of the US Green Building Council, and HRACRE.
Matt Agnes – Bridges Practice Area Leader
With over 30 years of experience at the firm, Matt Agnes manages contracts for bridge engineering and inspection. As a project manager, he develops schedules and fee proposals for municipal bridge inventory inspections and rehabilitation or replacement projects for individual structures. A skilled leader, Matt is a certified NBIS Team Leader and expertly inspects diverse highway structures, collaborating with multiple transportation agencies. A key resource for municipalities, Matt assists with State of Good Repair funding applications.
